With reference to your frequent representations that the Administration of the Canton Kowloon Railway has been unsatisfactory, and that this railway's lack of succCE SB

has been due not only to administrative defects but also to the fact that it is not connected with the Kuangtung

vin Promicial Railway, I beg to inform you that this ini- stry is now instructing the Engineer-in-Chief to rear- ganise the administration, and is appointing him General Kanager of the railway with control over all its depart-

ments, as from June 1.

In order to effect economies, the onthly payment of 83,000 by the Canton Kowloon Railway to this Linistry under the heading of "Directorate General" will hence- forth be discontinued until the railway has surplus funds: and the average monthly expenditure of 24,500 under the heading of "Direction" and of 2,500 on police will be reduced as the Engineer-in-Chief and Gems ral Lanager may recom.end.
